Typical projects

• Environmental permitting and licensing for an LNG terminal.
• Turn-key contracting for and Air Separation Unit (ASU) and Underground Gas Storage (UGS) facilities. 
• Consultancy for oil and gas exploration and production projects.
• Project Execution Planning and Governance for pipelines and UGS facilities 
• Construction of power plants and wind farms for energy production 
• Maintenance management contracting for an tank terminals 
• Improving management and maintenance processes 
• Implementation of Integrated HSSE Management Systems / Q management 
• Supervision of licensing procedures and environmental / health & safety studies 
• Environmental Due Diligence (EDD) for transaction by private equity parties.

Position

Cataly Partners is currently seeking to meet candidates for the position of HSSE Consultant Oil & Energy, consultants among others, to support the growth of our HSSE Risk & Compliance Team and work with Dutch and International clients. With an increasing private and public client base and workload, we are looking to significantly increase our capacity and capabilities in the field of HSSE Compliance and Risk, specifically:

• Compliance Consultancy including WABO / HSSE permit application, health & safety reporting, HSSE compliance audits, HSSE Due Diligence assessments, supply chain compliance, trainings, emission trading and legislation updates. 
• Risk Management including Bow Tie Risk Analysis, Assessments, Gate Reviews, Hazid/Hazop (chair/secretary or discipline leader), Safety Studies and QRA work, RI&E, SIMOPS/Mopo, etc.
   

The Work

The projects include providing integrated technical and non-technical HSSE services for management with a focus on day-to-day operations and project control, performance improvement and business continuity. Our clients are rapidly expanding their businesses, which calls for a structured approach in process and risk management. Working together with the HSSE Risk & Compliance Team Lead, your role will include the leading of projects and supporting the team and clients with excellent technical knowledge, organisational and communication skills.

Requirements

The HSSE Consultant Oil & Energy has a proven track record and the following capabilities: Highly developed HSSE consulting, project management and commercial skills. Ranging from 4 to 10 years experience in HSSE Risk & Compliance consulting (e.g. RI&E, Risk Assessments, Hazops, HSSE audits, QRA, Permit Applications, Due Diligence Assessments), including:

• Extensive experience in conducting of RI&Es, HSSE audits, risk assessments, Seveso/BRZO experience and the implementation of corrective actions, risk control and HSSE programs. 
• Extensive experience in conducting permit applications, trainings, and
• Working knowledge of the Netherlands/EU HSSE legislation. Preparation of written / electronic reports and presentation of findings to a range of technical and non-technical audiences. Evaluating HSSE (soil, groundwater, air, RIE, QRA, H&S, etc. ) data to support HSSE audits and assessments. Flexible to travel throughout the Netherlands and if required outside the Netherlands, and knowledge of well-known international standards for management systems (e.g. ISO) and industry models applied in the E&P sector (e.g. POSC) is a plus. Able to speak, read and write in Dutch and English language. Open and flexible to company culture and interpersonal relations. Able to handle day to day working on multiple project workloads.
